A writer pressure-tests "a detective hunts a serial killer." Conflict: yes, but generic. Stakes: unclear. Specificity: none — any detective, any killer. Market: crowded. She revises to "a face-blind detective must catch a killer who keeps changing his appearance, before the department forces her to retire over the disability." Now specificity and stakes are built in, and the premise survives the test.
