A writer's low-tension scene has no stakes — nothing is at risk. She adds them: if the protagonist fails this confrontation, she loses custody of her daughter (external) and confirms her deepest fear that she is unworthy (internal). Suddenly the scene grips, because the reader now cares what happens. The stakes supplied the missing tension.
